The European Institute of the Mediterranean (IEMed) is launching the Euromed Survey 2025 on “Shaping policy: Regional consultation on the New Pact for the Mediterranean”.
This open region-wide survey, co-funded by the European Commission, is part of the larger consultations envisaged by the EU with a diverse array of stakeholders ahead of the publication of the New Pact for the Mediterranean. This exercise aims to identify the main policy priorities across the region to align mutual interests, as well as the key channels and instruments to put in place in the upcoming years. In order to accurately reflect priorities and viewpoints in the respective national contexts, the survey targets respondents from the EU and the Southern and Eastern Mediterranean countries, including policymakers, experts, civil society representatives and the private sector.
Co-funded by the European Union, this unique opportunity to contribute to the regional consultations will strive to align common interests and support shape the goals of this future policy, through your personal insights on:
- How to better engage with the EU’s neighbourhood
- What partnership priorities
- What cooperation frameworks and instruments

The DG MENA and the new Pact for the Mediterranean
The Directorate-General for the Middle East, North Africa and the Gulf (DG MENA) was created on 1 February 2025 to build stronger EU partnerships with the Mediterranean region as well as the Gulf countries. It currently works under the political authority of Commissioner Dubravka Šuica and is led by Stefano Sannino.
The IEMed has been tasked with contributing to the reflection process for the new Pact for the Mediterranean, the main political instrument that the new European Commission aims to establish to deepen strategic cooperation with its southern and eastern Mediterranean neighbors. This initiative was announced by the President of the European Commission, Ursula von der Leyen, during her speech last July, where she outlined the priorities of the European executive for the 2024-2029 term.
As part of a year-and-a-half-long project funded by the EU, the IEMed, acting as the Secretariat of the EuroMeSCo network of think tanks, will gather insights and contributions from policymakers, experts, and local communities across the Euro-Mediterranean region to help shape the new Pact for the Mediterranean. The project, titled Support to Reflection and Consultations on the Pact for the Mediterranean, includes the implementation of a EuroMed Survey, regional consultations, and major dialogue forums in Southern Mediterranean capitals and in Brussels.
